Peg Arguimbau Chairman, Janet Dunlap, Stephan Glicken, Hank Langstroth, and Christine Turnbull were the members present.

8:00 p.m. Abbreviated Notice of Resource Area Delineation Hearing Continuance filed by Old Post Road Development Realty Trust, to review the proposed wetland resource boundaries on the site
of the potential Sharon Commons Development adjacent to South Main Street & Old Post Road:
Ken Caputo, from Coler & Colantonio appeared before the Commission. Bob Shelmerdine, Attorney for Old Post Road Realty Trust, was also present.
Ken Caputo submitted a revised plan to the Commission dated 5/17/07 entitled, “Wetland Delineation Plan, Land off Old Post Road, Sharon, MA,” Sheets 1 -12.  He explained to the Commission that the Conservation Administrator, along with representatives from Coler & Colantonio, reviewed approximately 16,000’ of wetlands east and west of Old Post Road. The modifications recommended by the Conservation Administrator to the delineated isolated wetlands west of Old Post are reflected on the revised plan. The Conservation Administrator recently met with representatives from Coler & Colantonio to review the proposed wetland lines, analyze soils, and the vegetation east of Old Post Road. The modifications made to the “M” & “Q” wetland lines were recommended by the Conservation Administrator as a result of his inspection. (The back portion of wetland series “M” was not reviewed in detail, as it is not abutting the proposed development area. The wetland line is approximate beyond flag number M100.)
The Conservation Administrator identified the small IVW marked “IVWR” on sheet 3 of the revised plan as a small BVW connecting to wetland line series “BVWQ”. He requested that the small IVW be changed to a small BVW on a new plan for the Commission’s review.
Ken Caputo expressed a willingness to comply with his request.
The wetland flags that were revised east and west of Old Post Road as a result of the Conservation Administrator’s site inspections with the representatives from Coler & Colantonio are listed on the attached memo, dated 5/17/07.
Ken Caputo stated that the developer is planning a potential LIP development project on Lot 7. The proposed LIP would consist of 100 apartments (all classified as affordable) and 68 condos (13 classified as affordable.) Conservation Restrictions are being proposed on Lot Numbers, 1, 5, and 6.
Peg called for a motion to close the Hearing upon receipt of a new plan showing the modified IVW line on sheet 3, and to issue the Abbreviated Resource Area Delineation permit to the Applicant with the condition that the Orders reference the individual delineated flags approved by the Commission.
Hank Langstroth moved. Stephan Glicken seconded. Voted. 3-0-2.

9:00 p.m. Discuss the Horizons for Youth Reuse Plans:
Barbara Kramer, appointee to the Horizons for Youth Reuse Committee, met informally with the Commission. She explained that the Committee is comprised of fourteen members appointed by the Selectmen.
The camp has been closed for the past two summers. The Committee recently toured the buildings on the property and reviewed the Chabad Camp Lease Agreement.

Barbara Kramer stated that the buildings are in good condition with the exception of the Arts/Crafts building and the boathouse. The staff for the camp will be housed in two of the buildings for a period of 90 days during the summer. The camp is planning to retain the present groundskeeper of the property. Camp Gannett recently purchased some boating docks from Goodwill for $1.00. Barbara discussed, with the members of the Commission, the possibility of utilizing the open fields on the property for various recreational activities.
The wetlands on the property were delineated by the Conservation Administrator.
Peg explained to Barbara Kramer that the Commission might be willing to allow passive recreation activities, such as a walking trail, on the property abutting Lake Massapoag that was designated at Town Meeting to be purchased from CPA Funds for conservation purposes.
Barbara Kramer agreed to keep the Commission informed of the Committee’s plans for the Horizons for Youth property.

9:15 p.m. Old/New Business:

The members of the Commission reviewed the proposed septic easement for 145 Beach Street.
The Commission agreed that this document should be presented to Town Counsel for his review.

9:25 p.m. Signatures:

The Commission signed bills. Certificate of Compliance for Senior Operations, DEP File # SE-280-0473. Order of Resource Area Delineation Permit, DEP File # SE-280-0487.

9:35 p.m. Approve Past Meeting Minutes:

Peg called for a motion to approve the April 19, 2007 Meeting Minutes as amended.
Janet Dunlap moved. Hank Langstroth seconded. Voted. Unanimous. 4-0-0.

Peg called for a motion to approve the May 3, 2007 Meeting Minutes as presented.
